Ending the politicisation of Afghan security forces

The aftermath of every deadly Taliban attack brings voices that condemn the Taliban and praise the Afghan security forces. And some muster up the courage to criticise the political leadership and the government of the country.
Have the Afghan national security forces reached a level of competency where we can trust their skills and abilities? To understand the answer to this, we need to look at three areas: the relationship between the political leadership and the security forces, the capabilities of the forces, and the role these forces will play in the future.
The upper and middle echelons of Afghan forces are filled by people who have not risen to their promotions in a democratic system. They are not “secu-crats”: Most of them have been placed in their posts through political consultations and personal connections. This directly affects the loyalty and inspiration of the officers at different levels.
When the president ventures out to pay a visit to a unit of the national police, national army, or intelligence, his personal security detail, called the President Protection Service (PPS), disarms everyone in advance. It sends the message that the only loyal unit to the president and the system is the PPS, comprised of 750 people who guard and protect him.

By infiltrating the ranks of Afghan army and police, the Taliban have brought about unfortunate incidents. But the president’s mistrust of Afghan forces goes back much earlier.

In the early years of the new government, mistrust was at such a high level that for up to six years, an American company named DynCorp was responsible for the president’s security. Now, foreign mentors operate in the PPS who, in addition to coordinating with NATO forces, ensure discipline in the ranks and file of the unit. Their influence is clear on the behaviour of the president’s bodyguards, who often act insensitively to Afghan cultural values.
In the army units, too, prejudiced views stemming from ethnic sensitivities exist as many officers turn to seeking ethnic, political, or personal sanctuaries for protection against political meddling.
The political relations with the Afghan police are more complex than the Afghan army. The police were far from international attention until 2007, when most of the aid was going to the army. For this reason, and many others, the influence of political figures in the police is greater, and continues to increase.
Before Zarar Ahmad Muqbel’s sacking as minister of interior, Karzai had lost faith in him and his abilities. In security meetings, he would invite General Ali Shah Paktiawal, the then-CID at Kabul police department, along with the minister. It was an odd mix that did not even befit the management of partisan or guerrilla forces. On occasions, Paktiawal would reject the words of Muqbel or explain the issue in a completely different way. When police forces understand that their minister and one of his managers are not on the same level, it’s clear that a certain kind of chaos will reign.
Ordinary citizens in the ranks of Afghan forces are, to a remarkable extent, sheltered from the personal and ethnic tension. But some of them are certainly influenced by the mentality of high-ranking officers who have ethnic or regional leanings.
Cost of interference
It is possible that one day young officers, who are devoid of ethnic or regional leanings and graduates of institutes of higher education, will enter the security forces and become a beacon of hope for the Afghan people. But this scenario remains just a possibility, and depends entirely on whether there will be an end to the politicisation of our security institutions.
Interference in the management of the security forces, be it in the upper or lower levels, slows their growth rate, increases their expenses, and strikes a major blow to their morale. The nepotistic appointment of officers in upper and middle echelons of the security force will at best protect narrow interests instead of national ones.
With the intelligence force, the situation is also not much different. In this institution, pockets loyal to President Karzai, his vice presidents, provincial leaders and those protected by Americans are distinctly visible.
This problem had been minimized in previous years, but in Karzai’s second term, which has been characterised by the distribution of state resources to his allies, the intelligence force have also been affected.

Without corruption and decadence at the leadership level, the strengthening of the ranks and the creation a strong incentive for fighting negative trends are not difficult tasks.
Idealism and belief in values are crucial to strengthening the ranks. But when the security forces witness the decay of values at the leadership level, the incentive for sacrifice plummets. The effectiveness of the force declines. And in such situations ethnic and regional divides, personal connections, and mistrust creep in.
Continuing the current situation, in which the leadership lacks vision and is corrupt in certain areas, will corrupt the forces to a tragic extent, or will make the relationship between political leadership and security forces one of deceit, lies, and narrow interest, the results of which will be felt deeply by the Afghan people.
Another sign of this decaying relationship is the negative competition and accusations. These days, government institutions attack each other through the media. It doesn’t take more than a brief observation of the media to see a clear lack of coordination.
Capability of the forces:
In the context of threat assessments for Afghanistan, the majority of the experts believe that Afghan security forces will not be faced with the invasion of foreign armies. And if they do face an invasion, they will never be able to stand their ground due to weak economic base of the country.
Instead, neighbouring countries will try to train and equip forces that will fight for them and thereby destabilise the situation in Afghanistan. These countries will exploit the political turmoil, poverty, ethnic divides, the porous borders, and most importantly the weakness of our national identity to rally our own citizens against the state on different pretexts. This scenario is the foundation for the Afghan security doctrine – how would we deal with this kind of a threat? With what mechanisms, systems, and firepower?
The structure, equipment, and training given to the Afghan security forces have provided them with the capability to move quickly and react swiftly. Threat assessment, target evaluation, coordination and execution of operations all fall within the current capabilities and skills of the forces.
Some of the world’s military and security thinkers, including the late Ahmad Shah Massoud (the anti-Soviet resistance leader), believed that poor countries surrounded by hostile or bad neighbours needed a tripartite formula: a strong motivation, followed by a capable and disciplined leadership, and then by resources.

For poor countries, a resource-only based motivation, resource-based leadership and organisation is not sustainable. These countries will always lack sufficient defence and security resources, and will always try to protect their macro security through alliance with regional or global powers.
The resources at the service of the Afghan forces are sufficient for the total or partial diffusion of defined threats, but here the formula is implemented backwards. The emphasis has been on equipping the forces, not on strengthening their non-materialistic motivation.
Excessive dependence on resources, strengthening organisation and management through resources, and eventually creating incentives through financial resources is the opposite of what has proven effective in history.
The fact that the existing method is dependent on foreign aid – and every day the leadership of security forces complains of shortage or lack of resources – shows the weakness from both a practical and academic lens.
The aid from US and the west to Afghan security forces is uncertain and short-term. This aid is dependent on the donor country’s national interests rather than the national need of Afghanistan. Coincidentally, we share a common enemy with the western world, but this situation will change. Therefore, the insistence of the Afghan military and security leadership on increasing the quantity is flawed. Not only is a foreign aid dependent military and security force hard to trust, but it also creates constant uncertainty as the situation changes with the wiles of the donor.

Role of the forces in political shifts
The number of professionals and non-professionals who occupy leadership positions in Afghan security forces for political and nepotistic reasons is over 90 per cent.
It will not be possible to change this percentage in the next two years before the next elections are held. In the meantime, the retirement of the older officers also are delayed on ethnic or political basis.
Considering this issue, the possibility of interference by security forces in politics in future years is very likely.
Large-scale interference that could lead to a coup d’etat is less likely, first because the security forces are divided in their political views and leanings, and secondly because the leadership at different levels are dependent and conscious of western aid.

Training the Afghan security forces

But as the previous election showed, certain police and army units, through soft intimidation and influence in various parts of the country, brought local walkie talkie earpieces (ascilikvepastacilik.org) leaders to support the candidates of their choice. The appointments of the past two years point to the possibility of this recurring, in a more organised way.
The dream situation would be that the security forces defend the system in its entirety, which includes the legal opposition. But we have never gotten close to our dreams. The security forces spend 12 times more than Afghanistan’s entire income. When such resources are given to vulnerable institutions, it will surely be tempting to use it for political influence.
Therefore, the solution will be to put together an oversight commission for monitoring the neutrality of the security forces before any election. Even now, institutions that have the ability to tap phones listen to the conversations of political figures under the pretext of “special operations”. For a dictatorship, that is natural. But we speak of an infant democracy built on the blood of the people – we shouldn’t let the few national resources be used for protecting the narrow interest of a clique.
A large number of officers from our national security forces, especially those deeply rooted in the country and not returnees from exile or foreign institutions, know that involvement of the military in politics has been tragic for Afghanistan. And some in these years, through visits to prosperous countries, have been acquainted with soft demeanor and nationalistic behavior of those countries’ military forces. They have noticed that the dignity of the security forces is in defending national rule, not in defending small political circles.
Possibly, getting acquainted with new methods has influenced the outlook of the Afghan officers. The officers are from this land, this country. But just hoping for a good outlook on their behalf is not sufficient. Hope is not something solid and measurable. We need to create mechanisms so they are not turned into pawns. Not only is the creation of these mechanisms important for the transparency of our politics, but also for the durability, dignity, and honor of the Afghan security forces.

Motorola set to dial India again

NEW DELHI: Motorola, which stopped selling phones in India around two years ago after it was acquired by Google, will re-enter the Indian market in January with Moto G, a smartphone developed specifically for developing markets.

The company is promising that Moto G will be unlike any other smartphone in the market. The key feature of the phone is its low price. In the US, the device is priced at $179 (around Rs 11,500) and the Indian price is expected to be less than Rs 15,000. But in terms of hardware and software features, the phone is ahead of similarly-priced Android or Windows Phone devices sold by companies like Samsung, Nokia, LG, Sony and HTC.

“Most people in the world can’t afford $500 or $600 phones. The average smartphone price nowadays is around $200. But the problem is that the experience that the phones in this class provide is really really bad. These (affordable) smartphones are slow, buggy and their screens are too small,” said Denis Woodside, CEO of Motorola Mobility. “In the next one year over 500 million consumers will buy a smartphone that costs less than $200. We believe half a billion people deserve better.”

Moto G has a 4.5-inch screen with 720P HD resolution, a quad-core processor running at 1.2GHz, 8GB internal storage (16GB version also available), 1GB RAM, 5MP primary camera and a 1.3MP front camera. Punit Soni, Motorola VP for product management, claimed that Moto G will be faster than Samsung Galaxy S4, a premium phone, in many tasks because it runs a largely unmodified version of Android.

“Moto G costs less than one third of the price of Galaxy S4 and Apple iPhone 5S. Yet, it outperforms these devices in many tasks,” said Woodside.

For Motorola, India, where affordable Android phones that offer good experience are a rarity, seems like the perfect market for Moto G. “At the moment Moto G is the only product plan for India that I can share,” William Moss, global head for communications at Motorola told TOI.

He added, “As for re-entering India, we never left. One of our largest international offices is still in India!”

India’s affordable smartphone market is dominated by Samsung and local players like Micromax and Carbonn. Multinationals like Samsung and Sony rely on their brand image to sell their mainstream phones, even though they do not pack in the cutting-edge technologies. Local brands rely on superior hardware specifications to push sale but cannot match the big firms in aftersales support and quality control. Motorola Mobility’s patent lawsuits investigated by EU

Motorola Mobility’s patent lawsuits have become the subject of two investigations by the European Commission.

It follows complaints by Apple and Microsoft after Motorola tried to block sales of their products.
They said that Motorola – which is in the process of being taken over by Google – had failed to license “essential” technologies on fair and reasonable terms.
Motorola denies any wrongdoing.

“The commission will examine whether Motorola’s behaviour amounts to an abuse of a dominant market position,” a statement from the commission said.
The dispute centres on Motorola’s use of Frand-type patents.
These involve technologies that are deemed to be part of an industry standard and therefore must be offered for a reasonable fee to anyone willing to pay.
“Motorola Mobility is confident that a thorough investigation will demonstrate that it has honoured its Frand obligations and complied with anti-trust laws,” a statement from the firm said.

“[We] will continue to work closely with the European Commission to resolve this matter as soon as practicable.”
Injunctions Apple has clashed with Motorola over the amount it should pay for its use of a patent for a “method for performing a countdown function during a mobile-originated transfer for a packet radio system”.
The dispute led a German court to order a ban of certain iPad and iPhone models in Germany last year – a ruling which was later suspended.

Apple has also been forced to suspend its push email service to German customers as a result of another clash.
Microsoft faces a separate complaint in Germany in a fortnight’s time over its use of H.264 video-compression technology patents claimed by Motorola.
Microsoft announced on Monday that it was moving its European software distribution centre from Germany to the Netherlands in order to prevent a potential ban of shipments of its Windows 7 system software and Xbox 360 gaming consoles.

“We would have preferred to keep our European distribution centre in Germany, where it has been for many years,” a statement from Microsoft said.
“Unfortunately the risk from disruption’s from Motorola’s patent litigation is simply too high.”
Patent consultant Florian Mueller blogged that the commission’s intervention might influence the outcome of the case.
“Germany is the only EU member state in which Motorola is suing Apple and Microsoft over standard-essential patents,” he wrote.

“The commission’s decision to launch these formal investigations should serve as food for thought for certain judges in the largest EU member state who have shown a worrying tendency in recent years to put patent law far above anti-trust law.”
Enforcement The European Commission’s action follows earlier warnings that it had concerns about Motorola’s enforcement tactics, which it expressed after approving Google’s takeover of the firm.

“The holders of standard-essential patents have considerable market power,” said competition commissioner Joaquin Almunia.
“This market power can be used to harm competition… I don’t need to tell you that this is unacceptable, and I am determined to use anti-trust enforcement to prevent such hold-up by patent holders.”

EU restricts arms sales to Egypt

Samsung’s marketing splurge doesn’t always bring bang-for-buck

Samsung Electronics Co is expected to spend around $14 billion – more than Iceland’s GDP – on advertising and marketing this year, but it doesn’t always get value for money.

The outlay buys the South Korean technology giant publicity in TV and cinema ads, on billboards, and at sports and arts events from the Sydney Opera House to New York’s Radio City Music Hall. Google Inc spent less on buying Motorola’s handset business.

And Samsung, which has a market value of $227 billion, has made no secret of keeping up its aggressive marketing and promotion splurge as it seeks to make its brand as aspirational as Apple Inc’s. But the money it’s spending doesn’t always bring the desired result.

Last month, a Samsung-sponsored short-film contest finale at the Sydney Opera House received poor reviews for blatant product placement in a series of ‘behind the scenes’ videos. In Britain, viewers panned a product placement deal with ITV’s popular X-Factor talent show.

“Is this a singing competition or an extended Samsung advert?” asked Twitter user Ryan Browne.
Earlier this year, Samsung’s New York launch of its latest top-of-the-range Galaxy smartphone came under fire for being sexist, portraying giggling women chatting about jewelry and nail polish while the men discussed the new phone, and the company’s new fridge and washing machine launch in South Africa drew similar complaints as it featured swim-suit dancers.

“Samsung’s marketing is too much focused on projecting an image they aspire to: being innovative and ahead of the pack,” said Oh Jung-suk, associate professor at the business school of Seoul National University. “They are failing to efficiently bridge the gap between the aspiration and how consumers actually respond to the campaign. It’s got to be more aligned.”

Samsung spends a bigger chunk of mmpw.org (what google did to me) its annual revenue on advertising and promotion than any other of the world’s top-20 companies by sales – 5.4 percent, according to Thomson Reuters data. Apple spends just 0.6 percent, and General Motors 3.5 percent.
“When your brand doesn’t have a clear identity, as is the case with Samsung, to keep spending is probably the best strategy,” said Moon Ji-hun, head of brand consultant Interbrand’s Korean operation. “But maintaining marketing spend at that level in the longer term wouldn’t bring much more benefit. No one can beat Samsung in terms of (ad) presence, and I doubt whether keeping investing at this level is effective.”

In a statement to Reuters, Samsung said it will “continue to leverage our brand power to maintain growth momentum, while focusing on optimizing the efficiency of our marketing activities,” reiterating recent comments by its co-CEO.
“Our product innovation and marketing strategy have made Samsung the world’s most preferred smartphone brand,” J.K. Shin, who also heads the group’s mobile business, told investors recently. “Now we’ll move from the most preferred brand to become one of the world’s leading aspirational brands.”

INNOVATING, NOT FOLLOWING
Samsung’s ‘Next Big Thing,’ and ‘It’s Time to Change’ marketing campaigns stress that its products are cutting-edge, and even trumpet its technology ‘world firsts’ before they’re ready for prime time, such as curved smartphones, available only in South Korea, and curved TVs that cost nearly $10,000.

For a company long seen as a follower, this is now a big sell on it being an innovator.
But, while Samsung has become the world’s biggest advertiser, spending $4.3 billion on ads alone last year, its global brand value of $39.6 billion is less than half that of Apple, which spent only $1 billion on advertising, according to Interbrand and ad researcher Ad Age.

To be sure, Samsung has a more diverse range of mobile products, which along with its chips and household appliance businesses need more marketing across different target audiences. But the heavy marketing spend suggests a need to convince consumers that it belongs at the top.

Apple can afford to spend less as it already has that brand recognition, and cachet.

“The stronger, more differentiated the product, the less it needs to be propped up by advertising,” said Horace Dediu, founder of independent research firm Asymco and a former Nokia business development manager, referring to Apple’s ad spend.
Defending its marketing budget, Samsung can point to its lead in the global smartphone market – it sells one in every three smartphones and has more than double Apple’s market share. The Korean group’s savvy adverts mocking Apple devotees, and heavy investment in distribution channels have strengthened its Galaxy mobile brand.

“The Galaxy brand has established itself, and the Samsung brand is now much stronger than Android or any of the other OEM brands, except Apple,” said Benedict Evans, an independent technology and media consultant in London. “The underlying problem is that Samsung has established itself as a dependable quality brand, not a differentiated or premium quality product, so it does best where it’s not competing directly with Apple.”

Samsung works with a number of advertising agencies, including Publicis Groupe, Interpublic Group, and MDC Partners.
IN LOW GEAR
Samsung’s latest marketing splash has been on its Galaxy Gear smartwatch, which has been almost universally panned by reviewers. The device has been aggressively marketed through adverts and collaboration with fashion shows – yet only 800,000 Gears have been shipped since its launch two months ago.

Compare that to the more than 5 million Note 3 smartphones that have been shipped since its late-September launch, and it suggests fewer than a fifth of the Note buyers are also buying the accessory device.
Undeterred, Samsung has vowed more Gear promotions for the crucial year-end holiday season as it seeks to lead the wearable computer market and prove its innovation credentials.

“Probably Samsung knows better than anyone that Gear will not become a mainstream product. Still, they are trying to convey the message that ‘we are first with such technology,’ which they hope will help build their brand as an advanced technology firm,” said Interbrand’s Moon.

A deep-pocketed Samsung – it earned operating profit of $9.6 billion in the third quarter alone – is still pushing the envelope to win over consumers.

This month, the big-spending official sponsor of the past eight Winter and Summer Olympics launched a fantasy-inspired soccer marketing campaign ahead of the mid-2014 World Cup in Brazil – selecting 11 of the world’s top players, including Argentine striker Lionel Messi, for a virtual match to save Earth from aliens – with the help of Galaxy devices.

How Do Earphones Work?

To put it very simply, your earphone includes a piece of plastic that vibrates in accordance to the signals received from the device it’s attached to. The plastic moves due to a metal coil that’s attached to a magnet, which allows the plastic to form the sound waves that pass into your ear.

That’s it, really. It seems easy enough, but I couldn’t have thought of it.

Jezen Thomas at eHow.com provides a more detailed explanation to us, he says that,

“Earphones consist of a speaker cone, an iron coil, a magnet and speaker cables. When earphones are plugged into a music-playing device like a stereo, electricity is sent along the speaker cables. The speaker cables feed this electrical current through the iron coil, which behaves as an electromagnet. The coil then attracts or repels the permanent magnet, depending on the electrical current sent by the music-playing device. This causes the coil to move, which subsequently pushes and pulls the speaker cone. As the speaker cone vibrates as a result of this movement, it creates sonic waves that resonate through the air and are transferred through small bones and membranes inside your ear”.

Of course, there are different types of earphones, but basically, that’s it.

Some earphones, however, do feature motorola radio earpiece – schreckengost.org, additional functions. Noise-canceling headsets, for example, can generate a small field of white noise around the speaker itself, which acts as something of a vacuum and has the effect of disabling outside noise. These headphones are also better for the health of your inner ear than most other types. Sam Costello at About.com writes,

“The noise around us can contribute to cause us to change how we listen to an iPod. If there’s a lot of noise nearby, it’s likely that we’ll turn up the iPod’s volume, thus increasing the chances of hearing loss. To cut down on, or eliminate, ambient noise, use noise-deadening or –cancelling headphones. They’re more expensive, but your ears will thank you”.

Chris Woodford, writing for ‘Explain That Stuff.com’, gives a detailed description of the main differences between earphones and speakers. Despite essentially operating in the same way, there are variations between the two, it seems. He says,

“The biggest difference between loudspeakers and headphones is, of course, size. A loudspeaker needs to set all the air moving in a room so you can hear the sound it’s making, but the speaker in a headphone only has to move the volume of air inside your ear canal. That’s why it can be so much smaller and more discreet”.

Motorola’s low-cost Moto G goes on sale in US

WASHINGTON: Motorola’s smartphone aimed at cost-conscious consumers hit the US market ahead of schedule, in time for the key holiday season.

The Moto G was made available on Google-owned Motorola’s website at an off-contract price starting at $179.

“We’re giving people plenty of mobile goodness to gobble up this holiday season,” the company said on its blog as it started sales just ahead of the Thanksgiving Day holiday.

The device is being sold at “one third of the price of current high-end phones, for a smartphone stuffed with plenty of great features,” the blog posting said.

The Moto G had been expected in the United States in early 2014, but Motorola said its versions using GSM networks were being sold now.

It is currently on sale in Brazil, Mexico, Chile, Argentina, Peru, Britain, Germany, France, and Canada and will be sold in more than 30 countries by early 2014, according to the company.

The new device is a low-cost version of the Moto X released earlier this year in the United States, lacking some features such as a high-density camera and the ability to access the fastest networks.

But the cost is not as low in some countries. In Brazil for example, known for high electronics duties, the lowest price for the Moto G will sell for around $280, or 650 reals. That is still well below the price of an iPhone, which can cost more than $1,000 in Brazil, or premium phones like Samsung’s Galaxy S4.

The Moto G features a 4.5 inch (11.5 cm) display and all-day battery, and will include the latest versions of the Google Android operating system.

The handset packs in a 1.2GHz quad-core Qualcomm Snapdragon processor and 5-megapixel and 1.3-megapixel cameras front and rear.

Some analysts say the handset is not aimed at buyers of high-end devices like the iPhone or Samsung Galaxy S4, but those who might otherwise buy a low-cost smartphone such as those on the Firefox operating system. Post a commentALSO ON TOI
